bvarnet copyright and third-party software information

The bvarnet R package and its Stan model source files are copyright
Florian Metwaly and are licensed under GPL-3.0-or-later.

When the user calls bvarnet_setup_models(method = "download"), bvarnet can
download a platform-specific archive of precompiled Stan models from:

https://github.com/flo1met/bvarnet/releases

The exact bvarnet and CmdStan versions used for each archive are recorded in
the release manifest.json file. The archives contain the following
third-party components:
